The city already allows its council members to be volunteer firefighters. . . . The amendment, which will require a second council vote, is expected to go into effect next month. It will allow newly elected Councilman Keith Blackburn, a former Carlsbad police officer, to continue participating in Police Department activities as a volunteer.
