Thanks to the democratic way, anyone who wants to talk can get three minutes to say anything to the Mayor, the City Council, and whomever is watching on TV and the Internet. This gentleman has been speaking about the same topic: &#8220;police secrecy, brutality, and perjury&#8221; at the last three council meetings.
