Thanks to work from a &#8220;multiagency force&#8221; 21 people were arrested, according to a story in the <strong><em>North County Times<\/em><\/strong>.<\/p>\n<blockquote><p>Many of those aboard the boat ran ashore, while three others tried to escape by pushing the boat back to sea &#8212;- but they gave up that attempt when they spotted the emergency lights of an approaching boat with law enforcement officers aboard, the agency said. . .
