The pageant is held for &#8220;women who have reached the &#8216;age of elegance&#8217; (60 years or older) and are citizens of the United States.&#8221;<\/p>\n<p>Sadly there is no swimwear category in this competition.<\/p>\n<blockquote><p>Padilla beat out finalists <strong>Norma Morein<\/strong> of Long Beach and <strong>Judy Lamppu<\/strong> of Granada Hills. . .
