City of Carlsbad Names New Finance Director

Kc43007 Marine Reserve Lieutenant Colonel Charles H. McBride, a C.P.A. with more than 10 years of financial management experience, has been named Finance Director for the City of Carlsbad, according to the Ciy of Carlsbad.

“Charles has hands-on experience in all aspects of financial administration for a full service city,” said Cynthia Haas, Deputy City Manager for the City of Carlsbad. “He is a proven team leader who will carry on the city’s excellent track record of responsible budget management.”

CARLSBAD, Calif. – Charles H. McBride, a C.P.A. with more than 10 years of financial management experience, has been named Finance Director for the City of Carlsbad. He will start August 31.

“Charles has hands-on experience in all aspects of financial administration for a full service city,” said Cynthia Haas, Deputy City Manager for the City of Carlsbad. “He is a proven team leader who will carry on the city’s excellent track record of responsible budget management.”

McBride most recently served as Assistant Director of Finance for the City of Santa Monica, Calif., which, like Carlsbad, holds a AAA credit rating. In that role he was responsible for the preparation and oversight of a more than $500 million annual budget. In Santa Monica, McBride also oversaw more than $600 million in investments in the city’s portfolio, prepared financial forecasts and oversaw the city’s 85-person finance team.

Other experience includes serving as the Accounting Manager for the City of Oceanside and JC Resorts, a resort management company. McBride has served as a U.S. Marine attack helicopter pilot since 1991, and continues to serve in the Reserves, currently holding the rank of Lieutenant Colonel.

As the City of Carlsbad’s Finance Director, McBride will oversee the preparation of the city’s approximately $250 million budget as well as advise the City Manager and City Council on financial planning, revenue projections, and local, state and national economic forecasts. He will oversee a team of approximately 30 full and part time staff, who handle such duties as financial reporting, purchasing, payroll, internal auditing, accounts payable and utility billing.

McBride holds a Bachelor of Science degree in economics from the University of California, Davis, and a Master of Business Administration degree from the University of Southern California. He succeeds Lisa Irvine, the city’s previous finance director who left the city in April.
