City of Carlsbad Wins 11th Finance Award

GfoacafrlogoWe just never cease to be amazed by The City of Carlsbadistan’s financial wizardess Lisa Irvine. She cuts the budget back, keeps the City on track, and apparently has time to win awards while she’s at it. For the past 11 years the City of Carlsbadistan has been awarded a Certificate of Achievement for Excellence in Financial Reporting from The Government Finance Officers Association of the United States and Canada for its fiscal year 2007-08 Comprehensive Annual Financial Report.

“We strive for the highest level of professionalism in our management of the city’s finances,” says Lisa Irvine, finance director. “This award is great validation for our staff, who work hard year round to achieve this goal.”

Carlsbad recognized for financial reporting

CARLSBAD, Calif. — The Government Finance Officers Association of the United States and Canada awarded a Certificate of Achievement for Excellence in Financial Reporting to the City of Carlsbad for its fiscal year 2007-08 Comprehensive Annual Financial Report. This is the 11th year in a row the city has received this prestigious award, which is the highest form of recognition in the area of governmental accounting and financial reporting.

“We strive for the highest level of professionalism in our management of the city’s finances,” says Lisa Irvine, finance director. “This award is great validation for our staff, who work hard year round to achieve this goal.”

The city’s annual financial report includes the basic financial statements of the city, including footnotes that elaborate on some of the details of the statements. The report also includes management’s discussion and analysis, which provides a narrative overview and analysis of the financial activities of the city for the fiscal year, and statistical information that provides trend analysis on key financial and non-financial data of the city.

State law and the city’s municipal code require that an annual financial report be prepared. This report is prepared annually through contributions from many individuals throughout the city, under the direction of the finance department, to assist those interested in understanding the fiscal condition of the city on an annual basis.

To be awarded a Certificate of Achievement a government entity must publish an easily readable and efficiently organized Comprehensive Annual Financial Report. The financial report must also be designed to encourage people to read and use it. In addition, the report needs to satisfy both Generally Accepted Accounting Principles and applicable legal requirements.
